Website Requirements Specifications

I am looking to build a new website and i need someone to help put together a high level specification document of the requirements of the website after discussing with me over a few calls and reviewing features of competitor websites,

This is a classical e-commerce website, where people can buy paintings, browse artists, order worldwide etc, good level of English and similar experience where you can show examples of other website specifications that you have created.
