We believe that this site could be developed with the methods below, now for the Mobile app development you will have to advice on this part, IOS an Android are required.
As for Hosting we are considering the following service providers.
The website can run from anywhere but once the app is launched then it needs to run from a more robust and flexible backend like AmazonAWS or Google cloud.
Before we select the candidate we will schedule and zoom call, they must have a strong command of the English language, our concerns will also be the ongoing support of this project. after launch for bugs error DNS .. all we are aiming for and 99.99 percent uptime.
We have a short deadline of 30 days to be up and running.

Is this budget just for the website or for both? With a deadline of 30 days, it's hardly covers for either let alone both.

Just to clarify - you want the backend, iOS, Android and web app for this project in 30 days? That's a pretty tight ask. Do you have a priority for any specific platform? Also, which platforms would the admin side work on? -
