Website Design / Development / Modernization of existing

We are refreshing the website iui.com. I am looking for ONLY static html pages. No content management systems like Wordpress. However, the look/feel of the website will be like Wordpress. There is the standard About Us and such pages, but the main page is the Home Page. It will have 4 competencies. Clicking on one brings you to the next main page, the competency page. It shows the competencies and associated enabling capabilities. Some of those capabilities will have a "learn more" to click through to a basic capability page. We also have a case study scroll bar. Case studies are very short, couple of sentences with a logo or client name that scroll - each case study is associated with 1 or more competencies and capabilities so that when looking at the competency or capability pages those related case studies are scrolling at the bottom. This could be easily implemented with some static xml/json code/data. I'm not 100% tied to the linking of case studies idea if it significantly increases costs.

I'd like the ability to add more case studies or capabilities by making simple code/data changes, if possible. This is a nice to have not a must have if major price increase. Again, this shouldn't be hard using data files.

I've attached a generic idea of what we want.. I can provide a document that includes the example websites to anyone interested. We're still finalizing the content but have the framework mostly decided (pending recommendations from you).
