Web Portal System required with multiple logins

I am looking for someone who can develop an online web portal system for the company I work for to enable PDF's to be uploaded to and then retrieved by numerous people/companies who have a designated login account.

Number of login accounts are initially in the region of 20 and I would require the facility to restrict what each login account has access to so that they are only able to view/download PDF's relevant to them.
