Web Development (some design required)

We are a new CV writing business.
We have a designer that has designed the logo, look and feel, navigation and several pages after the home page. What we are looking for is a web developer (some design skills needed but most of the creative stuff has been done) to put the site together. In total there will be no more than twenty pages.
Other stuff:
We need PayPal integration, an ability to upload attachments thatll be emailed to us, uploaded from an easy to use form/banner. At the bottom of every page we be displaying sample of CV’s that will have designed and written so require the ability to be able to scroll across the CV samples and open them on additional windows.
