Web Developer/Web Designer For Moodle Website

We are looking for a highly-experienced and creative web developer/web designer to assist us in re-creating and improving the web pages of our Moodle website. Our website is currently using Moodle 4.0 and the Cognitio theme. We would need your assistance in the following tasks:
- Re-creating the frontpage or homepage of the website using either HTML/CSS/JavaScript and the built-in Cognitio plug-in called Front Page Builder.
- Designing and implementing a custom login page, similar to the one in opefacademy.com.
- Re-creating and improving other pages in the website such as Welcome from the Chairman, Terms & Conditions, Purchase Terms, Registration & Course Enrolment, All pages under the About Us link (based on original website, opefacademy.com), Contact Us main page (list email, contact number and address).

The website pages will be based on the original website (opefacademy.com). All the content is already in there but we would appreciate if you can make improvements in the pages' aesthetics such as change of images, font styles, etc. ONLY the front page and minor pages I mentioned above need editing/recreating.

For your reference, old website is opefacademy.com. The website you will be working on is opeflearning.com. We can discuss the details further after your proposal. You can also ask us questions in your proposal, if you have any clarifications. Budget is just a placeholder and is negotiable. Please make sure to answer the additional questions I had asked below.
