URGENT: Core PHP Developer Required

Hi There,
Happy new year.

I am looking for a PHP developer to implement following on our existing internal website that is built using core PHP (no frameworks used):
1. Role Based Access Control (RBAC), this will include pages to define roles and access that those roles will have. Every button or link currently on the website should be accessed by our internal users with relevant access only.
2. Previous developer made direct entries into the database, this needs to be changed to making calls to relevant API's. I will provide you with the API's to call.
3. Proper error handling needs to be introduced for missing pages.

The developer needs to have understanding of common things like:
1. Error handling without me telling him/her.
2. Testing the website properly before delivery for UAT.
3. Follow existing UI principles that are currently there on the website and do not use new colour schemes or buttons or icons that look different.
4. Fix existing issues proactively, if discovered, instead of me pointing them out.
5. Follow coding standards & patterns.
6. Coding standards needs to be followed.
7. If you don't understand anything or have any questions, immediately ask me instead of making assumptions.
7. Knows how to use BitBucket.
