Upload and configure existing site backup to new host

We have an existing site which is currently hosted by a company. We want to be able to control our own business website cpanel and have therefore now got an account with hostpapa. We want someone to upload and configure a site backup to the new host. This may sound really simple but we have always used SEO companies and website designers to organise hosting but are wanting to develop our site ourselves with the use of outsourced developers like people per hour and we want to control our own cpanel. This is pretty urgent and should be very straightforward for someone who knows what they are doing.
