Tutor Agency Website

I need a designer to create a tutor agency website. The site will only act as an introduction agency. So I need to allow tutors to register and fill in a simple advert. Also Parents/Students need to do the same.
They tutors and potential students need to be able to communicate by text but not include contact details until an introduction fee has been paid.

I need GDRP compliance and to be able to record qualifications and DBS certificates through digital upload.
