Stripe Connect Custom Accounts API for Bank Account Payouts

We are looking for a Stripe Developer who can help with the following project.

- Custom Account set up through API
- User enters bank details and verification details in order to sign up for a Stripe Managed account/Custom Account linked to our main Stripe Account
- We need to be able to send payouts to this customers' account (please advise how quickly this can be done in days - Instant Payouts only available in the US at the moment).
- User can login to change account details
- We need a dashboard so we can send payments to the client.
