Simple homepage changes on custom Wordpress

I need help to change some content blocks in a Wordpress that was custom made and has some sections locked and unable to change or edit via the CMS, so it needs to be hardcoded in the theme files. It should be really simple for an expert web developer.

To be more specific, we're talking about an area with logos of partners that can only take 10 logos and there is no way to change it. we need it to be able to show as many logos as we want. Screenshot attached.
