Simple framework for a 6 page web application in ASP.NET

I have a client who needs to convert an existing paper based training session into a simple web application. Here are the features of the web application.

1 - It features 6 main steps. Each step will be a separate page in the application.
2 - On each page, we will retrieve a small set of data (10-20 items) from a database, then display this data in an HTML table.
3 - Below the HTML table, the same information will be displayed as a chart using http://www.highcharts.com/
4 - On some pages, the user may add, edit or delete information from the table. These changes need to be sent to the database.

I have built a prototype of this as a demonstration to the client, which they like. The prototype I created uses a simple templating class so that I can reuse elements such as header, footer, etc. on every page. It also uses a database wrapper (Zebra database) to make any database calls easier.

The only problem I have is that my prototype is using PHP/MySQL and the client wants a solution using ASP.NET and MS SQL 2008.

So, I need proposals (time, cost and planned implementation) for a SIMPLE reusable framework written in ASP.NET. It should give me some basic templating functionality and easy to use database access, which can format results into an HTML table. There is no need to worry about any HTML layout design etc., this is simply a programming job.
