SEO/SEM strategy plan for vehicle classified website

I have a new vehicle classified website in the United States.

I need someone that has knowledge of search engine optimization and search engine marketing to develop a SEO sem strategy plan for my website to attract consumers to the site to get results for my clients.

You will only be developing the strategy plan, including steps I can take to accomplish my goal, and advice on how to achieve those steps. I will be the one that will implement the strategy.

My Budget for this action plan is $50-$100 fixed price.
