SEO Expert to Inspect Quality of Inbound Links

We wish to hire an SEO expert who can review all of our inbound links and determine:
1. Which websites must be contacted on a TOP PRIRITY basis to get the link to our website removed.
2. Which websites must be contacted on a secondary priority basis to get our link removed.
3. What actions can and should we take against sites that either ignore our requests or refuse to remove our links.
Background:
Our website was penalized by Google back in April of this year. We were penalized for “unnatural inbound links”. We have been removing links for months. Now, we want a new set of eyes to expertly determine which of the remaining sites that are linking to us are causing the most damage (from Google’s point of view) so that we can contact them to have our links removed. In addition to you being able to identify which sites are doing the most damage, you must have a great strategy to compel these sites to remove our link as many of these will either not be bothered to remove the links or they will require a fee (which we refuse to pay unless we absolutely must).

Qualifications and Requirements:
Must know exactly how to evaluate whether a site is doing damage to our rankings in Google and which sites are doing more damage than others.
Must be able to generate a list of websites linking to us using Majesticseo, SEOMOZ, and Market Samurai.
Must evaluate the Google Webmaster Tools list of inbound links that we will provide to you.
Must be able to start this task immediately.
