Script to import orders into Opencart from .csv file and batch process credit cards

We have a completely set up functioning LIVE shopping cart (using Mijoshop (a port of OpenCart)).

We have a .csv file of orders that are processed on the telephone by another company. They deliver this to our sFTP site every day. I need a CRON script that automatically takes this .csv file and imports the orders into our Opencart database.

In the same process, before or after, it must submit these orders in bulk to our payment provider SagePay to be registered with a 'deferred payment' status.. so not charged, just authenticated, so we can charge these cards later on.

The entire project acts as a module such that when it's time to upgrade the shopping cart, your work isn't overwritten.

I include a copy of a sample .csv file as an attachment so you can review this. I don't believe it will be too hard to integrate this with Opencart. The tricky part comes in building a system that enables us to register all the credit cards in bulk to SagePay to create these transactions.
