Recreate an existing Joomla template as a WordPress theme

Description of every page/module: Basic blog format with no extra functionality- eg no ecommerce, sll or non-blog plugins or api.
Description of requirements/features: The current website at: www.e-payrollsolutions.co.uk is run in Joomla v2.5. It has 11 pages with another 13 posts. Client wants to migrate the whole site to a WordPress format.
I have set up a new WP but can't replicate the existing design features.
I need 2 quotes:
1) "Just" to replicate the existing Joomla template in a WP theme;
2) To do the theme above as well as exporting existing Joomla data and importing into the new WP site.
CMS and Admin requirements: Full ftp access as well as Joomla and Wordpress CMS will be available.
Specific technologies required: Joomla and WordPress
Extra notes: The client wants this process to happen sooner rather than later- with no urgent times, but preferrable all working by the end of April.
