PSD to HTML (Wordpress?) - One Page - Must use clean, semantic code

I required the attached image to be converted from PSD to HTML.


Code must be clean and semantic. I need to see good examples of this before I award the job.

Few More notes:
+ Please don't use fixed height on elements which don't need it, I.E, recent posts/comments links

+ The finished result MUST be cross browser compatible, I will check this before I make payment.

+ MUST have this font used throughout body: http://fontsquirrel.com/fonts/sanchez

+ Use CSS3 if needed, put must use fallback for browsers such as IE7/IE8, something like PIE.htc, otherwise, slide psd and use images for drop shadows and other elements

+ I need the finished HTML to be as NEAR as possible to the PSD I will supply, this includes font sizes, and line-height, images, etc

Once the above is covered, which I will check, I will happily make payment.
