PSD converted to an HTML

I am looking to get a layered PSD File converted into HTML. I have attached a jpg of what I would like the HTML to look like. I am wanting this to view on all email applications, particularly Outlook - Outlook 2007, Outlook 2010, Outlook 2000, 2003, Express etc. I am looking for the HTML to be hosted online. So the recipient can view it online. I am looking for this to be completed by the end of the week. I would be looking for the HTML and all images in a zipped folder.
