Performance and on page SEO optimisation

Hi,

I've just had a new website built but it is not responsive enough to put live. I am looking for someone to do 2 things:

1) Optimise the performance of the website. Currently it scores around 30 on google pagespeed with a contentful Paint of 4s and a time to interactive of at least 13s. In reality this means I'm waiting upwards of 5s for a page to render which isn't good enough.

I need it to be much closer to the current webpages performance. I've also attached the areas for improvement from pagespeed

I should also add that I don't want the performance work to change the look, feel and functionality of the website.

2) I'd like the on page SEO looked and improved. We've not done anything specific on this so I'd need the full assessment with action taken to improve and advice on any ongoing work I need to do to keep it optimised. If there's a comparison to the existing website that can be completed to show improvement that would be great.

If I haven't given enough information here please let me know. I don't know what's required here to address these problems so very much looking for someone who take the lead and get it done.
