Payment Transfer System

First it should be a CMS so that pages can be added in the need aruse in the future.
I need web application that works just like paypal thats has valid PCI compliance with the following functionalities :

Additional details are as follows:
- Registration ,login and/or any other input of data will be to use virtual keyboard
-Registration is complete only after verification of customer's data submitted which as well as some goverment documentation

-During registration, members must set their 4 digit PIN that will be used to authorize transaction which includes trasnefer of funds and any other updates.
-All updates will be verified before approval by an admin user

Donations

-Setup new donations: EPay members can enter the donation amount, return URL, cancel URL and Notify URL for each donation
-The system will display the number of donations made for each donation

View current subscriptions the members subscribed to
Sell subscription services: EPay members can enter the subscription name, description, recurring charge, duration, trial period, setup fee, tax, shipping cost,promotion/promotional code, return URL, cancel URL and Notify URL for each subscription

Ability to generate HTML/Encrypted code for the subscription buttons
Shopping Carts
Generate HTML/Encrypted code for shopping cart button. The shopping cart will display the list of products created by the member
