Online Project management area with secure login

We need to quote a client who runs car parks on the following:

The Business Manager creates the web-based form (or project) when he has a new site (car park) coming onboard. When the form is completed, the relevant sections are emailed to the relevant parties. Certain individuals would receive the signage and machine requirements, someone would get the Handheld request, Finance for the bank account / cash collection etc.

An email would come in requesting a handheld ticket machine for instance, and once this side of things is complete, that staff member goes to the web-based area and register's that their work on the project is done.

The Business Manager can log on at anytime in the process and see who has completed their part, and see who he needs to chase along to finish their piece of the puzzle.

That’s the thought process so far. It will give each stage a bit of visibility and let the BM see what’s done and what needs to be done. We have looked at online PM tools like deskaway but would prefer to have a custom solution developed.
