Online Learning Platform

I require a designer who would be able to create an online learning platform

This would involve replicating/cloning an existing piece of software that is web-based. It would include an area where students can log in and learn at their own pace. The questions would follow incremental steps whereby after a student gets an answer correct, it would move them on to the next question.
An additional element would be where the same lessons can be taught online via a live two-way stream.
Please note: this element is not essential at this time, but if this can be created at the same time, it would be beneficial. I also do not have an idea as to what a project like this is worth, hence the £500 valuation.
