Muslim marriage website with a difference

I need a normal marriage website which is for people who are serious about getting married especially Muslims as the difference to this site is that it will allow a third person who the users will add to over see the discussions and talks and so people are serious about marriage. As there are many sites who do not have this feature and so it becomes a waste of time, the third party will have the power to observe what they are discussing and input when the want any questions etc.

So it will work like this people will need to put an emai or phone number or bothl of the third part and each time they talk to someone they recieve a notification of the person talking and be able to view the histoy of the chat once it ends and be able to put a question in if they want etc.

The budget will be relatively low on purpose as with my other jobs i post a low budget so i know the issues with the budget and whether to increase it or not and any issues with the project etc
