Minor PHP modifications to existing website

claves.php:
1. make all headers in clave number groupings linkable, e.g.-
-Assigned
-Unassigned
-Not Yet Searched
-Predial
-Tramites
-IDX
-Manual
clicking on these links will display the list of respective clave numbers.

2. add a \'select all\' button to select all clave numbers on list, and add selection checkboxes next to each clave number for individual selection, and a \'delete\' button to delete selection(s).

3. add a plain text form field & submit button, and the following radio buttons:
-condominium
-lotificacion
this will write to the PostgreSQL database table for each selected clave number, or multiple selected clave numbers.

4. ability to add \'neighborhood\' name to main clave number groupings(e.g.- 402001002 = Medano)

5. convert column names to clickable links so lists may be sorted/re-ordered in ascending/descending order(A-Z, Z-A).
