Mini website to generate Car Quotations for Garage

I am working with a car sales company who send out quotes on a document to prospective customers. They are interested in having a mini website that will allow them to add one or more cars to a quote, load the car detail from an API service https://panel.ukvehicledata.co.uk and then drag and drop some images of the cars that they have before sending to customer.

They are flexible on whether this is achieved with PHP, Wordpress, or other technology. Output could be a Word document, PDF, or a special URL to send to customer. I have added more information in attached slides and look forward to your estimates.
