Marketplace for experts and members

Hi,

Project is marketplace for experts and members to interact, key features to include:
1. Expert can create posts i.e. Write, save and publish. Once published post the original cannot be edited , further author comments can be listed underneath. All activities to be time and ip captured
2. Each post is tagged with an underlying event
3. Event feed is captured from third party API
4. The post can be defined as free or premium, premium content only available to subscribed members for relevant category.
5. Subscription has different categories i.e. Free, Gold or Platinum.
6. Feed ecosystem is to retrieve information and store in database, multiple experts can attach post to this event
7. Event page shall show attached posts ranked by premium content or most rated
8. Member can register, browse events and posts from experts, they can do star level rating (1-10)
9. Members can subscribe to experts with paid membership plan, payment gateway integration required

10. Reporting - Members, Expert and Admin have reporting capabilities to see thier activities and their sub level activities
11. Admin panel to review expert membership requests, set commission model and to review and approve new and existing member
12. Admin can take site offline or in maintenance mode with banner message to all members and experts
13. Admin can configure third party API key for feed and change any credentials as required from configuration file or web page
14. Admin can define logic parameters for API query, and change it from time to time
15. Admin has possibility to define logic for experts to allow for paid experts. Example, no expert to be able to offer premium membership unless they have 10 posts with overall 8+ rating, and once approved and new posts drop the rating to 7 in future based on 20 posts, then Admin can get an alert to review that

There may be more logic based points which is expected from the development partner to be captured and implemented

I am ok to use any framework, though would like to review the templates offered for UI, and could provide one from envato (limited budget on this)
