LocalSites WP mp4's wont load in chrome browser HTML input error

I am seeking a skilled freelancer with expertise in WordPress development, specifically in resolving media upload issues within a local WordPress environment. My website, which is designed to be simple and child-friendly, is experiencing difficulties with MP4 files failing to load in Chrome, along with a disorganized media library. Although Safari initially functioned well, it has started encountering image upload problems as well.
