Lead and traffic generation landing page

I require a landing page for the mortgage sector in the UK.

The landing page should be simple and must be designed to achieve the following,

- generate traffic for people looking for a mortgage in the UK
- have a CTA , form for potential mortgage enquiries.
- display available mortgage rates in the UK (frame with UK mortgage rates will be provided)
- aggregate relevant mortgage related news in the UK (in an automated way)
- have a listing to mortgage companies in the UK (like a directory, I have this data already)
- the site must be highly optimised for both desktop and mobile

I am looking for an experienced developer and SEO expert with a proven track record to run deliver the project end to end including;

Designing the site (ideally on the Wordpress platform with Elementor, but open to suggestions)
Creating the content (with my guidance)
Starting the marketing of the site

What I am Not looking for,
- A theme or template
- a developer without a track record or experience
