I need to make a webpage more dynamic

I need a front end web designer to help make an About organization web page more dynamic. The specifications of the project are: I need a header that scales based on the device it is being rendered on, I need a section that animates on scroll to fade in that links to content already on the page, I need our footer to be placed in the webpage. I also need ideas for animations to use for the About Page that I may not know about because my working knowledge of what is available is currently limited to what I know.
