I need a sleek one-page website designed

We are looking to build a website with the express goal of displaying profiles with information about the people in expandable boxes. Ideally, we would like a single-page approach to the design, with the static menu bar at the top, along the lines of this: http://demo.johneyboy.com/einstein_coming_soon_template/template/index.html

We would like to have as many identical sections as we choose on any given page, with an introduction section at the top and a final About/Contact section at the bottom. The sections should take up one screen’s worth. Each would have a different background colour, so we will have to be able to easily edit the colours with only some proficiency with HTML and CSS. For the identical sections we would be looking to have a heading, beside a photo. Beneath the heading, we will want some fixed text then expandable modules that are easy to replicate in the code. The modules should have a customisable title, and then when a plus sign is clicked, expand to show a longer paragraph (up to 150 words). Along the lines of this: http://i.snag.gy/2DX1I.jpg . If possible, we would like to be able to randomise the order that the sections between the opening and closing ones appear in. We do understand that this may be difficult, given the titles being in the menu at the top, so could you advise us first if this would be possible, and secondly how much extra it would add to your quoted figure, should you choose to send us one. The final section should be similar to that in the first link, text and a contact form.

We would like to know if you firstly would be willing to take on this project, and secondly a quoted figure for the work (with and without randomised section order).
