I Need A Directory Website built - URGENT

I'm looking for a community and directory website to be built which allows users to post projects.

**YOU WILL NOT NEED TO PROVIDE THE CONTENT. THE CONTENT WILL BE WRITTEN FOR EACH PAGE AND PROVIDED BY ME.**

Website/directory
1. It's free for everyone to register
2. It's free for everyone to post
3. The project poster pays a set fee per post i.e £2.50 but the fee would be more to feature.
4. We want to allow companies to advertise on the side of the page for a set fee

Community - FREE to all
1. Forum
2. Companies can sign up and allow users to "follow" them so each time the company posts an update i.e looking for a job, we have a promo, sale etc all the followers are notified - pricing model to be decided
