HTML & Integration in to CMS

I am looking for a developer to encode layered PSD templates in to HTML and integrate the HTML in to a content management system.

Templates will include a home page and up to two content pages, supplied in layered PSD format.

There is no particular content management system required, so whichever one the developer is most familiar with will do. As a second phase of development it is required that there will be some integration with a third party database, so please bear this in mind when choosing a CMS. This phase is not yet defined though, so I cannot offer any more information on this.
