Header design changed on website

I need a designer who specialises in CSS and responsive websites. I would like a few changes made to our existing website. We already have the PSD which will need to be partly sliced to get the necessary new button and text for the changes.

Changes required;

1) Add new button to nav bar at top
2) Add new section of text over header image
3) Add 3 new buttons underneath new text section

The Get a Quote button should also appear above the fold on all mobile devices.

All of the changes should be responsive/mobile friendly.
