Fully functional website needed written in html, css and php

I need a website that allows users to register and login. Once registerd they recive a welcome email to there email address. Once logged in they are able to edit there profile and profile pictures. Once there profile is created they must be able to view it. Adding friends is not necessary. users must be able to search for other users. Once on another users page they must be able to write comments which have to be accepted by that user. More in depth detail will be given upon request. Please let me know if you can help.
