Flash video, swf experience needed.

Am looking for someone to take mp4 files, which we can record to specific dimensions if needs be, but prefer not to do so, and make them into banner sized swf files, compatible with Google Ads (I.e. dimensions/file size match their requirements).

We will be looking to use the successful candidate repeatedly, with a set payment for each future job.

So in summary:

Take an mp4 that we will provide, or a section of that mp4, turn into an swf file compatible with Google's video ad guidelines.

N.b.
Amongst the other dimension/size/comparability concerns, the embedded code in the swf app file needs to tell Google 25 fps.
