Filter & Graphical Display Function Using SQL Database

I'm looking for a developer who can use a mysql database which is updated daily to populate a new graphical interface on my website ratethat.horse where users can display the day's horses as cards (with data for each horse on each card which can be collapsed to show all data), and filter those cards according to filters such as form > 80 (etc.).

There will be pre-filters along the top, and the common filters along the left-hand side, as my awful mock-ups (attached) show.

There are approximately 400 to 800 horses per day in the database depending on the number of races.

Happy to answer any questions and I'll provide a full detailed brief to the chosen developer.
