Can you convert below figma link to react js and upload content to my hosting and make it online? Please kindly advise your cost and delivery time.

In current figma design there are only two functions I need.
1. In header Story, Services, Showroom, Sustainability and Contact buttons. When you click any of these buttons I need the screen to scroll down to relevant section.
2. In contact users should be able to enter their name, email address and message and when they press send message should be sent to my the email address I will provide.
