Custom PHP script / web deveopment required

I have a UK client that requires a custom coded website

I have an initial budget from them to spend and then will have an ongoing development budget

I have a full brief for the chosen programmer once selected.

The script i need building is 'similar' to a dating site script
however i do not want to use an 'off the shelf' script
it must be custom coded

i'll go into details with the developer
i have a logo already designed

im looking for someone who can develop the first stage as cost effectively as possible and ill then send future developments your way too
