CSS/Bootstrap theme over .Net site

My client has designed a Questionnaire Tool for online use. The tool has been partially built in VB.Net, and the code has been tested and is working to requirement. What we need now is someone to come along and make this tool look great. We would expect you to be using Bootstrap/CSS for this, if you plan to use anything different then please let us know.

What will you be supplied with:
Full Technical Spec and Requirements Document
All vb.net files both .aspx and ..aspxvb, plus web config
A CREATE TABLE script allowing you to recreate the database
A branded header logo and full colour Pallett

What do we want you to do:
We want you to theme this web application. Bear in mind it must be fully responsive, and work on mobile, tablet, and grounded devices. We also want you to bear in mind the header logo and keep colours consistent throughout. We appreciate that you will have an artistic flair, and we don't want to constrain you too much, but please stick to the main theme colours. We'd also like you to read and fully understand the requirements document, and ask us as many questions as you like - this is not a quick couple of hundred dollars worth of work done on the back of a fag packet, we want a good clean professional job here, which is why we have gone to the lengths of doing proper requirements and the tech build. We'd also like, if necessary, a bit of support if the need should arise in putting this on to our server. We'd also like whatever you do to be fully documented, with any configurable details pointed out and a how to guide to change whatever features there are to be changed. Please bear in mind that this is for a .net site so theming around gridviews and other .net controls is essential.

What we don't want you to do:
We don't want any suggestions about moving the site onto another platform or using another technology, if you are uncomfortable with working within VB.Net, then this isn't for you, although in all fairness this shouldn't affect you as a graphics person, as we would be expecting you to use Bootstrap/CSS. We do not want any of the coding files (.aspxvb) played around with. And if I see one mention of Wordpress anywhere, I won't even bother to read the application.

Legal Bit:
We will require whoever we choose to electronically sign a Non Disclosure Agreement.

Time Constraints:
I don't think this would take someone more than 10 days, but it can be negotiated.
