Create a tiny bit of CSS

I need someone to write a few lines of CSS so that the "Tags" page of my wordpress blog does not look so out of place.

As an example see this page:

Notice the black banner at the top. I would like it to be in keeping with the rest of the site. Note, I am not going to grant access to the website/blog. You need to be able to supply me with the correct edits to make to the CSS. You should be able to do this using developer tools at your end.
