Copy website and match URL structure locally

Copy website and match URL structure locally - I have multiple websites and need to copy them from one host (with CMS) to another host (without CMS). Flat copy. I understand things like contact forms will not work as they are PHP. The URL's must stay the same and all links work as they do now. I am running apache and want to see you run a local copy that I can have with the correct vhost and htaccess to make it work.
