Convert PSD to HTML\CSS on Heroku

I need you to convert PSD to HTML of 1 page.
Important: You must know how to work with Heroku(www.heroku.com), where the code is deployed.
Front end is made on React. This is how the final design will look like: https://goo.gl/D78mBV

Desktop+mobile versions for the page, for which I'll provide you with PSD files. The mobile version will have only 4 columns, while the desktop should display 5 columns.

The idea is to pull our code from Heroku to your localhost and run it on your local system. after that, you will be able to see our page in your system and make edits on our file. I need you to embed the CSS in our HTML files and to upload it back to Heroku. Our pages currently have the relevant information so we need to add CSS to them. you can add\remove classes and add elements for your own comfort.

Please pay attention that the header part( http://prntscr.com/g0my0r) and the bottom join buttons part (http://prntscr.com/g0mxlp) need to scroll with the page consistently.
