Code responsive HTML email

I have a design (in adobe illustrator) and need it written to html. Delivery date 30th July latest.

The design is straight forward banner with two column layout and footer. I will provide once your proposal is received.

It needs to have the following:
✔ Email design as coded HTML file
✔ Plain text file for the email design
✔ Precisely sliced email design
✔ HTML email file coded in tabular structure
✔ Cross-browser compatibility
✔ Machine readable and recognisable text in email
✔ Inline css
✔ Tested on Outlook, Hotmail, Gmail, Yahoo and other commonly used email services
