CMS for my website and also a couple of minor tweaks to the design

Description of requirements/features: I need a CMS designed for my existing website: http://www.hugmug.org
It should update the website and also work for the mobile version too.

Exactly what I need doing:

1) Underneath the logo and below each comic there are 'next' and 'last' buttons. I need to be able to alter the pages which these buttons link to.
2) Each new page I create should contain the template of logo, background, menu etc and I need to be able to alter the content. This involves uploading a new comic and adding text. You can see on my website how it looks.

What I DON'T need in the CMS is to update the story comic, panel comic and archive section. I also don't need any help to update the RSS feed.

3) There are a couple of minor modifications to the design that I need as well. Please see here.

So basically I just need to be able to create new pages for my site that use the existing template. I then need to be able to upload my comics and edit the text.
