Business Listing Directory creating for current website

We need a business directory listing creating, similar to https://www.checkatrade.com/ or https://www.yell.com/
That allows for businesses to be searched by location (postcode). Then once a user has found a business they can then submit an enquiry via a form which will store the enquiry & send an email to the business registered email address
Must be built as a WP Plugin
We will provide designs upon request
We also have a short time frame on this too which we are wanting to ensure is kept to.
