Build a web facility that will link to and use Twitter

Description of requirements/features: Hi,

I am looking for someone to create a web-based facility that will allow me to interact with Twitter via my Twitter account through a simple, backend system that won't be available to the public but where I can construct and read Tweets. I want to be able to Tweet people using the same template and layout of tweet(this will be explained in more detail to the winning freelancer).

When I tweet the individuals in my tweets, I will also send them a link to a simple, 1-page payment page that will have a unique url(if you could make it small, that would be great. This will be the only page on my website that people will see when they click through to pay.
On that unique payment page for the individuals mentioned, they will see their twitter picture + their handle (@BritneySpears etc). With a unique payment link for them.

I need someone to be able to achieve this simple task but done well. I will provide you with a simple wireframe so you can better understand the process that the facility will serve.

Work included will be:

- Set up basic site with basic backend(can be custom or off the shelf)
- Have the website receive and display tweets as well as construct replies to Tweets
- Have the website generate unique link to a payment page that will be tweeted to Twitter users. This unique page will have a paypal payment link for each user, customised to a different payment amount, depending on the information entered in my original tweet that was constructed on the backed
- Set up my paypal to be linked to the payment links that will be shown on the unique payment pages, after being tweeted to twitter users.
- Create a way to harvest and display the Twitter users' photo and handle(@) on their unique payment page without having to have permission from them first
- Set up a Periscope facility linked to the backend and linked to Twitter to be able to Live Stream on both Periscope and Twitter

The actual business will be discussed with the winning freelancer and it will be alot clearer as to the way all of these elements will work together.
All I want at this stage is for you to bid on the work if you are confident you can complete this work.

This is only the beginning of the work necessary for this business. Stage 1 if you will. This means that whoever can complete the work for me and I am happy with how the work was done, will have more work for the foreseeable future. It may even lead to a permanent position.
