Build a responsive Elementor sales page from Figma design

I'm looking for an experienced Elementor developer with excellent Figma skills to build a single sales page on my existing WordPress site, matching the Figma design as closely as possible.

What I need

A pixel-accurate build of the Figma design in Elementor - spacing, typography, colours and imagery should match the design closely
Fully responsive on desktop, tablet and mobile, tested across all three
No new plugins - the page must be built with Elementor and what's already installed on the site. Any custom behaviour should use lightweight custom CSS/JS
Clean, well-organised build (sensible section naming, global colours and fonts used where possible) so I can edit it easily afterwards
Images optimised so the page loads quickly

The tricky bit - scrolling tabbed section
In the middle of the page there's a tabbed section that should "scroll up into itself" - as the visitor scrolls, the section stays in view and the content builds up tab by tab, before the page carries on scrolling.

This needs to work smoothly on desktop and degrade gracefully on mobile (e.g. stacked content or simple tabs if the scroll effect doesn't suit small screens).

Timeline
The work must be completed within 5 days of the project starting, including one round of revisions. The work should start next week, all being well.
