Build a Professional Dosing Website for doctors

Create a Dosing Website for dispensing medication and documenting the information for Doctors.
1. Website needs a simple User Interface to create New Patient Data and retrieve patient data.
2. Calculate the dosing based on formula and factors entered in Input page by Doctor.
3. Website should store patient information along with the prescribed dosing details.

Users will be :
1. Doctor (Stand alone software for their office which can be installed easily)
2. Admin (To create the doctor profile and view Doctor's progress with Patient dosing)

Other Important Notes:
1. This is a Stand Alone software at Doctor Office site.
2. The dose calculations is to done by the software (simple formulas based on patient weight, sex, patient visit and other factors on the patient information). The doctor can overwrite the dose if needed (providing their justification). I will give you the specific formulas (pretty much age and sex based except some small conditional formulas)
3. We need a secure way to store patient information and dosing details.
4. As the Admin User, I need the ability to view the overall Doctor->Patient-> Dosing details to provide feedback and perks for the work done.
