Back end website creation

Hi

I have an up and running website www.instructaplanningbarrister.co.uk the only problem is that the backend is not working. I need someone to create a form and a database for it. I am not sure what type of code it is written in.

The dual requirement is that - idea is that the subscriber should be able to log in and edit their own publicly available profile and also a member of the public needs to be able to contact the site administrator via the site on a contact form.
