My budget is $70 - this is not a placeholder. This is my budget. Please do not apply if you cannot complete this for my budget.
The front page would be lead generation for a course.
This will need to have yoast plugin and math seo installed. (free plugins)
This needs to be be mobile friendly / responsive and must be green on both mobile and desktop Google Page Speed. It also needs to have no red when the final site is checked on woorank and seositecheckup and no errors on Moz search or W3C checker.

With a low budget for this job is it reasonable to assume you also have budget shared hosting? In which case the page speed is very much out of the developer's hands, so it seems a bit unfair to suggest payment depends on fast loading.
